Savills are more than likely the managing agents and have, generally, been helpful in the past.
Try a forum search on keyword 'Savill' as there was often a quoted name who cancelled the PCN.

Asking the local council who pays the non-domestic rates will give you an idea who the landowner is.
Also ask the planning department if planning approval for scameras has been approved, and advertising consent for signs has been granted. Not having the latter is a criminal offence.
For a definitive answer on who owns the land you could pay the Land Registry a few quid, but I would save that until/unless a court claim is issued.
The keeper should send an SAR as per the NEWBIES. This will flush out the original NTK and should in theory get you a copy of the appeal. That way you will know if the driver has been outed or not, unless you can find your copy of the appeal. Send a copy of the V5 with the SAR as proof of ID.
A redacted copy of the NTK and images of the signs, the place where the bike was allegedly parked, and the entrance would be useful. Signs that are damaged, hidden, obscured by foliage/other signs/vehicles are very useful, as well as any images showing how far away they are from the bike.

Umkomaas - had previously searched threads for Savills info with not much luck. Have retried and waded through all replies with no definitive info. So, have fired off a few emails to their commercial property managers. I will endeavor to get back to retail park and ask shop managers.
Fruitcake - local council have already pointed me in direction of Land Registry in a fob-off ploy. Will sort out and anonymise photos when I get the chance. I was looking at other threads and people don't seem to post pictures or details (like I've done with address) - is there a privacy issue; in that showing the parking cowboys can see?!Deja-vu ain't what it used to be.0 -
Eh? No-one fills out income forms at ANY stage. You need to read the NEWBIES thread post #2 as at no point do we tell people to fill in income info or use ANY forms that the scammers attach.Have since found out a friend's son fighting two tickets and is at the stage where Excel has demanded proof of income ready for court. None of our kids have income so he was going to fill it in but have suggested he does nothing.
We also deal with LBC stage, in the NEWBIES thread and tell people to get a SAR.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Latest update - there is nothing happening at the moment.
I have since found a single mother who paid her son's three fines because she did not want them to escalate.
My LBC ran out on 26 January. The friend with two tickets LBC ran out on 5 January. The friend with three tickets has received three LBCs. I have not applied for a SAR and not followed up the last email from Savills saying they will talk to Excel - let sleeping dogs lie? Good policy or not?

Game on - my friend with two tickets has received court papers with two weeks to reply. So am assuming that my court papers will be appearing shortly. I can't find definitive guidance in the newbies section relating to our particular situation - which relates entirely on whether a motorcycle bay is free or not. Is it standard procedure to ask for a SAR even if you have all the information and pictures?
Secondly, never received a reply from the land owner who said he would talk to Excel. Last communication was 30 December 2019. As there are three of us fighting the same issue; is it better to work independently or as a group? Obviously not for court but would anybody suggest contacting the press?Deja-vu ain't what it used to be.0 -

Update as of today. I'm coordinating the defense of six tickets in the same motorcycle parking bay. Two of these are now at the stage of "Notice of Proposed Allocation to the Small Claims Track" aka "Directions Questionnaire" (DQ). These came dated the day after defense mitigations were posted using the online facility. The only defense I posted was that the ticket had been cancelled by the landowner and I had that in writing. I wrongly assumed that the court would contact Excel to ask what was going on. I have chased up the landowner, again, who assures me he has once again contacted Excel about all six tickets to get them cancelled and the court cases dropped. This dialogue with the landowner has been going on sometime now and my advice to anybody else is to carry on complying with court demands irrespective of any promises. If the court cases have not been cancelled by the end of the week then we will continue by returning the DQs as requested. A cynical person would think that promises are just a rouse to lose by default!Deja-vu ain't what it used to be.0 -

who recieves the money from the car park , is it exel or is it the land owner , and exel get paid for overlooking the site ?
if its the land owner , do they know/agree with the 1: charging motorcycles and 2: the placement or non placement of a ticket on the non existant windscreen or dash2
