Parking Eye Fine - Wrong Address - help

Hello there,
I am seeking some advise,
The person who now lives at my old house address as contacted me as he has received a letter in the post addressed to myself, which he opened by mistake.
It is a car parking fine from the debt recovery company Parking Eye, the reason for the fine is that I parked in 'permit/authorised vehicles only' ie/ staff parking at the MRI hospital. The letter stated I have to pay £140 by 17/12 or Il be taken to court. The incident happened on 21/05/2019.
If I did not this, it did it unknowingly and I am normally very observant. So it surprises me that I did. I do visit the hospital every 2 weeks and vaguely recall the staff/public parking rules changing earlier in the year along with the new ticketing system. So I am not sure if I parked in on a staff level by mistake, as I was unaware of the new rules. It is soo hard to remember one hospital visit way back in May!
In my defence I had no idea about the letter (I am guessing there as been letters prior to this one). If the person who in living in my old house didn't have my mobile number or did not open the letter I still wouldn't have known. I haven't lived at the address for over 3 years now. My address is up to date on DVLA, so I puzzled to why they have contacted my address from years ago? where do they get the addresses from?
Has anyone else had a similar situation? am I in my rights to challenge it? Should I tell the person living in my old house to return the letter? saying we don't live there anymore?

It is not a fine.
Check the address on your vehicle V5 to ensure it is up to date. Don't assume, go and look at it.
Did you change details for both your driving licence AND your vehicle V5 when you moved. This could result in a genuine £1000 charge if you did not.
You can safely ignore debt collectors, but not Parking Eye, who are a PPC. You must respond to Parking Eye as the keeper. Do not reveal who is or may have been driving.

Tell them that you have never received any PCN or previous letters about this because your address is xxxxx xxxxx xxxxxx and you have just been provided with their LBCCC by the resident at your address from 3 years ago.
As such, you were denied the right to appeal and you now ask if they can please provide copies of all letters sent, and all photos taken, including a picture of the sign on site, and a POPLA code because you feel they need to offer you that right, now that they know you never received any correspondence. Ask that they take this email as your appeal because you do not believe that the driver of the car would have parked in a staff area.
Tell them that you also require their data protection officer to:
(a) erase the old address, and
(b) rectify their data to only show your new address, and
(c) provide you with all ANPR images of the car that day, not just the first in/last out
(d) provide you with a log of the time of every capture of your car that day within the Hospital site, because there are various areas with different signs and you believe the car passed through more than one defined area and will have been picked up by ANPR maybe a dozen times, and your VRN is your personal data so you require a full list and timings, and all images.
Meanwhile, complain to PALS (Google it) and get them to lobby PE to cancel it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

In all honestly myself or my husband can't remember updating our log book address, which suggests we didn't. Very silly of us I know, we called ourselves to do a check list of companies/documents we need to change addresses. We both don't recall changing this one, also I can't find the log book, as I have searched my house high and low! I have downloaded a V62 form online and will fill in and send today. Apparently it can take 6 weeks to arrive back.
I am really worried that we might have other fines or speeding tickets which have gone to our previous address without knowing. Also very concerned about the £1,000 fine for not updating our log book address! such a silly mistake.

I have checked my husband driving license on the gov website (he is the registered owner of the car). It is coming back clear (no penalties), but does anyone know if this would include pending fines? or would it only show if we had accepted a speeding charge. I have never been caught speeding before, so I am not entirely sure how it works!

in particular the section on contracted out parking
And then use that to draw up a complaint to the Hospital PALS service/team, post it up here first before sending it off
You should also run a check on your credit score to see if there is anything lurking there.
If you are on freindly terms with the new ocupant of the old property, you could ask if anything esle has been sent.
Many people are under the mistaken belief, including yourself going by your opening post that these thigs are fines. They are not.
There is also a mistaken beleif that baliffs will come knocking to collect what the think are unpaid pakring fines - they wont unless a case has been to court, it has been lost, and nothing has been done for some amount of timeFrom the Plain Language Commission:

Can you check the amount they are saying you owe? Parking Eye rarely add on costs so £140 would be unusual for them.0
