Council house building granny annexe?

    I think you've answered your own question there.

    You don't own the house. You can't go making extensive modifications to a house that isn't yours.

    Even if it was approved, which I very much doubt it would, imagine if you spent all that money on the extension and then were refused the RTB, or found out you couldn't get a mortgage?

    If your mum needs care, why can't she use her money she has to pay for professional care?
