Council house building granny annexe?

I am renting a 3 bed semi detached house from the council that I share with my husband and our children. My mum also lives in a council property but it’s not really suitable for her anymore. She is down to get a move but nothing suitable is coming up.
My mum’s health is deteriorating and she really needs more help from us. My mum wants to move in with us but there is not enough space. We are thinking of building a two storey granny annex with a lift to give her access to upstairs. She would use our kitchen so she won’t need one, she will have an en-suite and there would be a living room in the granny annexe but the whole family can use as well. My husband would like a workshop then the granny annexe built on top of it. The build would be funded by my mum.
Where do we stand with getting permission to build the granny annexe as we don’t actually own our house yet as we are renting off the council. We are looking to buy our house in about 5 years, unfortunately we are currently not in a position to buy our house yet.
I’m sure I have read that they sometimes allow you do do an extension, then take the amount you have increased the market value by due to the extension when going to buy it. I don’t know if this would apply with a granny annexe or if they will even allow my mum to move in with us.

I've never heard of councils allowing tenants to build extensions.0

Surely the first thing to do, would be to ask the council as your landlord if they would permit such an extension.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Surely you could both vacate two council properties and privately rent something suitable ? If you can afford a large extension sure you can afford to just rent a big enough house ?0

How are you going to afford to pay for the the extension to be built if you don't have enough money to buy the house?0

Council will never let you extend as it becomes their responsibility to maintain under the tenancy. They can't take into account you want to buy if it's not happening now.
Just move somewhere bigger.0 -

It is highly unlikely this will be approved by the council. You would then need to get planning permission.
I have only ever known extensions be approved for disabled adaptations which are done by the council or on behalf of and always single storey.
Never heard of it to accommodate an elder who cam afford their own place.
Also you could pay £50k- £70k for an extension and then be evicted?
You property would need to be reclassified for social housing purposes which would mean a rent review and increase. Not sure if council tax would be rebanded.
You be better of mutual exchange to a bigger property, private renting or pooling your money and buying a house together.0 -
Buy the place. With huge bung from taxpayers. Then decide if you can under the terms of purchase extend & if it still makes financial sense as a property owner.
I'd "like" a helicopter as hubbie would like a workshop. But I ain't getting no helicopter am I.

Do you not think your first port of call would be to call and speak to the council ?
Have you explored how much this extension could cost ?
What help would your mum be needing from you ?
Call the council first and ask them, then see how much it could cost.0
