Such an extension will not be cheap - £60,000 or so for the extension plus another fortune of up to around £100,000 or more for the lift and associated construction to house it - if you can afford that lot then why not find somewhere with a granny annexe or self contained annexe and use the money as a deposit and buy somewhere?
Loads of places on for example Rightmove with an annexe - there could be one within your budget in your area.0 -
I did know someone who was able to extend 'their' council house with agreement from the council so it is possible. Their house was small for their needs/family size so it made sense. It was all self funded.0

Even if the council did agree to such an extension on a rented house, having tried to negotiate having a bathroom refurb in my council house, you will find builders reluctant to take on the job due to the red tape involved in building it to council specifications. Honestly, its a nightmare.
But I totally agree with other posts, the first place to go to is ask the council. We don't know them, their policies etc. Asking on here is as good as throwing a stone in a pond.0 -
If you are eventually looking to buy, the other question is how it would be valued at that point - if the valuation includes the extension then you'd end up paying for it twice!0
