Ok, have been back to the 'scene of the crime'. Although some signs have since been added, clearly in my opinion are inadequate. All signs there relate to visitors requiring a permit, nothing in relation to residents requiring a permit to park. There are no signs upon entering the area that this matter relates to.

With regards to the lease, or tenancy, the estate agents sold up and moved away, and so has the previous owner of the property. Getting the tenancy agreement is just not going to be possible though I'm sure I can make some enquiries to show I have at least tried.

Do I need the tenancy or lease agreement in order to rely upon that argument?

Redact personal details and then upload them to Dropbox or Google Docs and then post a broken link* in a reply here. (You don't have enough post count to post proper links).

    * drop the http and :// and www bits ... maybe also insert a space before .co.uk or .com

Further to this - please also note that a 'letter of claim' was sent to the address, the letter is dated a few days after the judgement but before 28 days was entered, the headed letter has no name, just address, and amount owed £0, no registration or anything to identify who it is in relation to/what it is in relation to - will this change anything - is this abuse of process as clearly the address was known?
What do you mean, that the Claimant issued a CLAIM to the old address, then 3 weeks later sent a LBC to the new address demanding £0, confusing the status of the case and proving that they had the new address all along?

Why have you put a border round the tenancy wording that says cars won't be ticketed if in front of their own garage or on a certain side of the approach road? Are you saying there is no evidence as to where the car actually was?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
