I've heard that the DVLA have become somewhat reticent to give this information out recently. You need a very, very good reason to have it.

If it's an insurance claim they are likely to tell you to pass on the details to your insurance company and let them sort it out. Insurance companies have electronic access to the database.

If it's another reason they may tell you to go to some other agency that has access such as the police.

It's not impossible to get access but you do need a good reason.

    Registered keeper will do.

There's only one reason to have the actual address and that is to 'send the boys round'. Just go through the third party's insurance company or to your own. You do not need the keeper's details to do this, so DVLA should refuse your request.

The information is also pretty useless if the registered keeper is a leasing company or the suchlike.

Hardly. If the driver had been asked at the time he would have been obliged by law to give his name and address, and those of the owner.
  • I see no reason why people should be allowed to hide behind GDPR laws. You can't even find out the previous owner of a car now. If people haven't done anything wrong, they should have no worries about DVLA passing on their details to someone who has a reasonable reason for requiring them.
As previously noted, DVLA have no qualms about passing on personal details to parking cowboys!
