Whilst bradders1983 might be direct and blunt I think he has a point. Sometimes direct replies are due when detail is lacking and panicking tales are given.
The OP (who has not returned since posting and actually only posted twice in two years since joining MSE) seems to have added drama to the story which indeed might not be due.
TUI would be very very unlikely just to write to holidaymakers and say simply that there is building work. They would provide more details (which the OP has omitted) such as the type of building work, the days and times the work takes place, what noise and dust levels if any would be expected, even the equipment being used and generally how intrusive any work will be. Just logically think about it - if they write or issue an errata with lacking information it will just create questions and calls back to the Operator for clarification.
I suspect more information was actually given to the OP and I have no idea why they would not mention this in their post, or indeed the hotel name, so others might comment and offer meaningful advice. I guess the story might not sound so bad then.

They could always phone the hotel and ask them what the impact will be.0

Unfortunately it’s not panicking for no reason. My husband has a serious lung condition and this will probably be the last holiday abroad or even his last ever holiday. If there is a lot of dust it could kill him. Or mean spending a week in his bedroom. I have asked what level of disruption is involved from Tui and the hotel directly. But as it is the council doing the work immediately outside the hotel they are unable to enlighten me. I agree we could go and it not be a problem, but because of the health risk I would like to know!0

I cannot get further details from either the hotel or Tui because it is the council carrying out the building works. Tui have informed simply to say there will be building works during our stay., which they are obliged to do, especially as they have been fined three times this year for not doing so. A TUI rep at one of their stores said they would move us to another hotel but we would have to pay as it is the council, not the hotel carrying the works. We do not want to move hotels as the whole reason we picked this Barcelo Santiago is because friends we are holidaying with have been before and know it is suitable for my husband.
This will possibly be our last ever holiday.0 -

What is the 'disruption'?
Is it something that is likely to throw up a lot of dust?
Are they digging up the pavement?

The hotel name is Barcelo Santiago. As suggested by others has anyone else recently visited this hotel? I have contacted TUI and the hotel direct and cannot find out the impact of the works as they are being carried out by the council not the hotel. The works are to a path that runs alongside of the hotel. I don’t want to change hotels as we specifically chose this one with friends who have been before. We have looked at other hotels and some of them do not allow Mobility Scooters! If everyone else has been offered to change hotel there will be limited choice available. Also it will incur arranging with the Spanish Health Authority to have oxygen in a different hotel, not a very straight forward task when you don’t speak Spanish. We have decided to go and hope for the best. However, when we we arrive, if necessary, we will ask to be moved and hope it doesn’t spoil our holiday. Anyone with any updates your post will be gratefully received.0

I can’t get answers from Tui or the hotel. Probably because they don’t want us to cancel which I believe we can do and get a full refund. It is the council carrying out the work and have been told that is why they cannot give us a more information. They have done what they are required to do by informing us. Because of many arrangements in place due to my husband’s lung disease needing oxygen and to use a mobility scooter it is not that easy to cancel and rebook another holiday. Will be grateful of any feedback of anyone visiting recently.0

Have you looked at the hotel reviews on Tripadvisor? You could always ask the question on the relevant TA forum or in the hotel Q&A section.0
