Isn't that Dec 2020 specific, not 2021?
It also says it's an anomaly, normally 1%.
It says EV's not PEV's, so not clear if it includes HEV's or not.
It also clearly states:This is the situation in December, not any other month, and it is without precedent.
and suggests it may be due to changing UK policies, so EV drivers trading up perhaps, since there was a large rise in new EV's in late 2020.

This is completely normal for Tesla because of its shipment and delivery process. The first month of the quarter sees lower sales and the last month of the quarter sees higher sales. In total, Tesla reportedly sold 32,968 made-in-China vehicles in July, and 73% of those were exported to Australia and parts of Europe.

If you were a US company proposing building a factory in China with all that implies in terms of offshoring jobs, perceived lower quality, political unpopularity and rhetoric; would you choose to stress that it was strictly production for local consumption or would you mention that it might produce lower cost output that could be used for export in future?I think....1 -

If you were a US company proposing building a factory in China with all that implies in terms of offshoring jobs, perceived lower quality, political unpopularity and rhetoric; would you choose to stress that it was strictly production for local consumption or would you mention that it might produce lower cost output that could be used for export in future?
This is what Electrek had to say when the first MIC exports were revealed.
The thing that concerns me more about this change is that Tesla wasn’t supposed to even be able to export made-in-China Model 3 vehicles because the demand would be so great in China.They would need all the cars they can make for domestic demand.
If that has changed, is it because demand is weaker than expected, or is Tesla achieving a higher output at Gigafactory Shanghai?

Biden certainly isn't a fan of Tesla. Shipping from China isn't without considerable political risk.
