As for further action, you may still have a case ofr a GDPR breach.
One of the key principles/parts of GDPR is that data MUST be acurate. Article 5 (D) https://gdpr-info.eu/art-5-gdpr/
Im beginign to think that it would be beneficial when faced with a Double daip to go in with a simple Data recitification notice under the terms of GDPR to both the parking company and its principal ( usualy the landowner) , they will then have 30 days to put this right , if you are still gettign their !!!!!! after that then you should be able to go in guns blazingFrom the Plain Language Commission:

That is not a cancellation letter. Do you actually have something from the scammers in writing stating that the charge has been cancelled?
It is not cancelled until UKPC or a judge says it is so.
