Well the fact we have a witness that gave us 75% of the Registration number in the first place. We have the broken bumper bits here, how long would it really take for an officer just to pop in pick up the bits and visit the vehicle. If they fit case closed. Especially when an officer is in the area.
It really is not anywhere NEAR that easy.

And that's before we consider that the police simply do not have the resources to muck about with a trivial non-injury collision.
I'm sorry but if I was doing 38 in a 30 Zone they would be on my case in no time.
What proportion of minor speeding offences would you say got prosecuted...? And let's ignore camera prosecutions for the moment, since we're talking about actual police resources...

Two million speeding tickets in 2018. An all-time record. 96% of those are automated, with cameras. So that's about 8,000 actual police-time speeding tickets in a year. 22 per day. NATIONALLY. Pretty close to one every second day per force.

What a lot of rubbish. We get the police service we deserve and are prepared to pay for. And quite frankly, with a good chunk of the population being unwilling to pay more for better public services, what else do you expect?

The only people that "detest the police" are criminals and people that are bitter that a finitely-resourced service isn't at their beck and call for a minor incident.

If only it was as simplistic as you think it is.

I really am disappointed with the service the Police have provided to my parents.

I shared the details on Facebook and we were able to locate the vehicle that caused the damage, my Dad visited and there was visible damage on the vehicle. My Dad also has pieces of the bumper left behind at the accident scene surely this is evidence enough?

Anyway he visited the local Police station which TBH were a waste of time, just passed the info to the accident investigation team in Plymouth. My Dad has explained he has pieces of the bumper here, so surely all it takes is a Police officer to visit with these pieces and see if they match? All the Poilice seem worried about is getting details from the witness.

Now the insurance have contacted the 3rd party and they have denied all knowledge. So they now know they could be being investigated so have time to rectify the damage on the car.
Perhaps if you were to join up as a PC, you'd see the realities of policing rather than sitting in judgement of something that you clearly haven't a clue of.
  • The Police have not really been interested since day one, it's just the complete lack of effort. We have done the work and managed to locate the vehicle yet still nothing is being done. The insurance company suggested my father goes and takes a photo of the damage to the 3rd party vehicle. Surely this is something we should not have to do?

So get your insurance company to got and photograph it then as it will be cheaper for us all if you don't want to do it yourself.

Who else is going to do it? (Clue: No, not the police...)

The insurance are going to look at the damage, and - if they think your amateur sleuthing is on the money - contact the insurers of that car. If that insurer agrees, then they may well pay up, even if their policyholder denies everything.

How much money's-worth of damage are we actually talking about to your parents' car?

I agree with your point, but I’m not convinced by the arithmetic. 4% of 2 million is 80,000.

Why do you expect the police (or your insurance, for that matter) to deploy forensic resources to prove beyond reasonable doubt that the car you reckon was involved, actually was?

You have a witness, have identified the car involved and even have pieces of it as evidence. If your insurer isn't doing what you want them to do, go after the other party in the courts or something. It's seems it's the only way you're going to get the financial justice you seek. The police have better things to do and your parents have engaged the services of an insurer that isn't bothered about helping (did they select them on price, by any chance?).
