OK, what's the deadline shown in the blurb buried in that letter, for you to file & serve your WS and evidence?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

15th of April deadline for Court and VCS to have received documents.  Will be handing Defence, WS, Evidence & costs to court directly, right? Should I post hard copy to VCS, or can I email MCOL a WS?
Also, I will be acting as lay rep for my partner - where should this be introduced please?

Just got this letter from VCS today:
"We are confident that we have a strong case against you and we are entitled to recover the outstanding Parking Charge Notice and any additional costs, as set out in the particulars of the claim.  However, we are mindful that under the Civil Procedure Rules litigants are expected to try and resolve their disputes where possible.  Therefore we are willing to accept a reduced settlement charge of £125 payable within 14 days from the date of this letter (02.03.20).  This offer is made on a without prejudice basis. Should you fail to accept our offer of settlement then we will continue with our claim for the full amount claimed and bring this letter to the courts attention upon the question of costs"
    Followed by their bank details.
How kind of them eh?  :D

Indeed... it's very kind of them to exclude the "fake charges".

That often heralds a Notice of Discontinuance a week or two later...!

Nonsensical letter by VCS ,,,, they don't want to go to court and face yet another spanking for adding fake amounts ..... with their track record in court, the time will come when the courts will sanction them

I am sure you have read this thread .....
    https://forums.moneysavingexpert.com/discussion/6103933/abuse-of-process-thread-part-2/p1?new=1

VCS will have read it ........ the point is, are they ready for their next spanking
Their choice ...... discontinue or face the wrath of a judge and score more brownie points for scamming
