VCS are not part of Excel. Whilst Excel wholly own Excel, they are completely separate legal entities with separate company numbers according to Companies House.
It is well established in law that a parking contract can only exist between the party named on the sign, in this case Excel Parking, and the motorist, not VCS an
For one registered company to pass personal details to another registered company could well be a breach of data protection regulations.

It is well established in law, that a parking contract can only exist between the party named on the sign, in this case Excel Parking, and the motorist, not VCS and the motorist.
For one registered company to pass personal details to another registered company could well be a breach of data protection regulations.
Additionally, it has yet to be established in law, if Jake Burgess really exists.
So I request again, that this fake claim on your land, be struck out please.

Was Jake actually CC'd in on the email you received? If yes then you could reply-all to the email so Jake realises the world of hurt he's building up.

This is a pay and display ticket that is clearly in the name of Excel Parking Services, as is the signage.
Although it's from last year, the ones currently issued are the same.
