    And take from it the second satisfaction, that this year the MHCLG are actively working on finalising a new framework and statutory code of practice that is very robust, alongside a single appeals service that will be fair and independent. Hopefully run by people with the same idea of fairness and the law, as run the appeals tribunal service that is used to appeal Local Authority PCNs.  The new framework is designed to stop poor/rogue practice by this industry.

    Hopefully too, the MHCLG might see sense and set the level of parking charges at lower than the rip-off £100 that the industry want (in fact they want more, despite the fact that the £100 was plucked out of thin air by clamper firms, when clamping was banned). 

    The public consultation showed that consumers and consumer bodies want private parking charges to be similar to Council PCNs (i.e. perhaps two tiers, £50/£70 with a 50% discount).  Time will tell what the Ministers settle upon but all the evidence and information they need is available to them from those who responded in 2020 to the public consultation.

     The industry is unlikely to be having the smooth ride from this legislation (above) that they had in 2012 when they steered the POFA to get what they wanted, with false statistics being swallowed hook line and sinker by the DFT at the time.  Not this time!
