That is where it went wrong. In your circumstances the form V890 needed to be sent with form V62 (both with your details) either by the seller or by you, not independently.
As you were not the registered keeper when you enquired, that is why your form V890 on its own, was not be processed.0 -

The OP's situation is that the car cannot be declared SORN as he/she is not the registered keeper. That is the position I found myself in. In my case the seller wanted to do the V62 to get back their tax refund and I wanted to declare the car SORN. I don't think that should have been impossible but seemingly it was under the current system.
Anyway so as not to prolong the argument I accept that DVLA seem to be incapable of coping with a SORN declaration by post without a V62 in the same envelope. In any case had I sent both off, it would still have taken them 5 weeks to process so my car would still technically have been illegal i.e. not taxed and insured and not SORNED either for those 5 weeks until I became the registered keeper.0 -

Hence my comment that the system is too complicated and you can end up not being able to legally do what is required.
There is no reason why I should have to also submit a V62 and pay DVLA another fee when the seller had already done that and DVLA knew that to be so.
This is my point though, the V62 can't transfer ownership to you unless you send it off with your details. The seller sending it would've been them requesting a replacement V5C in their own name.
Which would also make the DVLA's response to you correct as you can only use the v890 if:
1) You are the RK
2) You have already submitted a V5C or V62 to register the vehicle in your name or
3) You are submitting a V5C or V62 along with the V890 to register the vehicle in your name.

The seller submitted the V62 to change ownership to me so he could claim a tax refund. If he hadn't done that how was he to know whether I would tell DVLA or just drive around c/o seller's tax with any fines going back to the seller?
Anyway from all this discussion and other forum questions on SORN, it is not always so straightforward as it ought to be.0 -

It's okay to say you didn't know something. You could spend every waking minute trying to learn all possible knowledge and still not hit 1% of whats possible before you die.
And I do believe you didn't know because otherwise your earlier comments about us being keyboard warriors full of hot air who have never tried it, that the form I linked didn't work, that you need to be RK to SORN etc wouldn't make sense. Nor would your comments about it being too complicated.
Although it seems slightly ironic that the actual process is actually straightforward (V890 & V62) but the process you went along with was significantly more complicated & drawn out.
You also possibly paid the £25 anyway, if I was the seller I would've factored that into any price I agreed. I imagine quite a few buyers would be put off with the lack of V5C and would either ask the seller to obtain one or discount to cover their costs. £25 isn't a deal breaker in most circumstances. Particularly if faced with payment there and then versus the possibility of not selling for another month & paying the same/more in road tax/insurance with no guarantee you won't have to discount anyway.You keep using that word. If the V5C is present then it makes a lot of sense for both the seller and the buyer to do the change of ownership online at the point of sale.
If you do it online the seller has peace of mind that they wont have to deal with teh police over speeding fines or lack of insurance or tax on the way home and the buyer knows the car is theirs and wont have any issues with not getting a V5C.
I dont know why you'd want to do it any other way now unless the V5C is missing, or the actual sale is being completed subject to a test drive on 3rd party insurance and current owner's tax to the buyer's destination...0
