If they have clamped a car on finance then you tell the COUNCIL that the bailiff has acted unlawfully, and as their AGENT teh bailiff must be INSTRUCTED to remove the clamp.
In future you could have performed an out of time to get the parking charge reset, almost certainly, saving all those additional fees.0 -

I have emailed the council
He has not long been back to remove the clamp, he didn't knock, just took it off and left.
Not sure where to go from here. Can he still charge me for the clamp even though it was put on illegally.

Quite often they remove the clamp because they need it for another job. It was supposed to prompt you to pay - they had no intention of removing the car.
For council debt the bailiff fee structure is very simple - it's £75 for the letter (compliance) stage and £235 for a visit (enforcement) stage. Both those fees are now on your account and no more can be added unless they remove goods (which they won't)

It's in the wrong forum. It should be moved back to the debt forum as the car is subject to Taking Control of Goods Regulations 2013. This section only deals with private parking and not parking covered by statute.

There is a wider issue that the OP should be aware of.
A payment plan, however obtained (and you can argue the toss about it) is at the discretion of the local authority. If that plan is broken, then the total sum is repayable. This then has knock on effects on other debts OP's may have.
As FB says, stick to the payment plan.Unlike some here, I am not omniscient. If I am wrong correct me. I won't take offence.
