Refusal of refund.

I live in Spain and ordered two golf tops in the same size. One fitted the other one didn't. I followed the instructions for return and sent it via tracked post. I did not receive my refund so checked tracking and it had been delivered and signed for. I contacted the company who say they did not recieve it. I sent them the tracking information. They are saying they do not recognise the signature and are refusing to give me a refund. The top cost €34.99. Are there any steps I can take to get my refund?

Assuming you both live in Spain and bought it from a Spanish retailer, you'd be better asking somewhere which deals with Spanish consumer law - this is a UK site.

I returned it to the UK.

An actual UK retailer or a website pretending to be based in the UK using a .co.uk domain?

Yes a UK retailer. I used them when I lived in the UK.

How does that work?

The OP doesn't have a dispute open, there is no direction from Paypal to return....and in any case only part of the order has been returned.

The OP could ring Paypal and explain and hope they offer a solution.

The other option would be to open a SNAD (which doesn't fit this scenario) and return the entire order (which can't or hasn't been done).
