I got the impression he had not been stopped at the time, especially as he has no recollection of the event. He may not have remembered using his phone whilst driving but I imagine he would recall being stopped.

Yes he will, C54. Along with his notification of court proceedings (which will probably be a "Single Justice Procedure Notice") he will be served with the "Initial Details of the Prosecution Case". This will be basically the evidence intended to be used to secure a conviction. The idea is that he has all the information he needs to enable him to enter a plea at the first time of asking.You can do a course for mobile phone offences
As far as I know almost all forces stopped offering courses for mobile phone offences when the fixed penalty went up from three to six points (in 2017 if I recall correctly).I believe Thames Valley continued offering them (whether they still do I don't know). I'm fairly certain the Met does not. "DriveTech - the firm who offer courses for many forces including the Met - does not offer a mobile phone course. The National Driver Offender Retraining Scheme does not mention a mobile phone course.0 -

Well Cheshire Police still do it, it was only 3 months ago that I met some people who were attending for one. I was taken aback tbh as I thought it wasn't possible as well.0 -

Then that's very puzzling. The Cheshire Police website makes no mention of a course that might be offered for a mobile phone offence:

In fact they specifically say that from March 1st 2017 such courses were no longer to be offered:

Well as I said that's what people said they were attending for . It was on an business park though - possibly from Greater Manchester Police as the courses aren't police force specific??0
