Tesco Kettering PCN

Hi Have received a PCN from Horizon parking for not displaying the badge in a disabled bay.
My partner unfortunatelly left it on the front seat,writing to the store manager didn't achieve any result because he was on holiday.
Did speak to an under manager who told me to appeal to Horizon which I have done including photo of BB.
Interestingly the under manager did tell me that a female member of staff had not displayed hers (it had slipped off dashboard)and in her case they had waived it,thinking that as they had done this for a member of staff perhaps they would do the same in my case as a customer so I mentioned it in my appeal.
If they don't accept my appeal I would really appreciate it if someone could advise me of how I would appeal if it goes to POPLA

when does the said manager return? send a formal letter
stating he blue badge scheme doesn't apply to private land.
The Equality act does , however and this states that reasonable adjustments must be made for those with a 'protected characteristics' ( ie a disability) and that you will bring a case against Tesco on this matter if they do not cancel . .... and that you and yours will never shop there again
We normally say email the the CEO but of as late that does not all ways work with Tesco .... it does with all the other major supermarkets supermarkets....

If this is Highview, DO NOT admit to being the driver, just send the template appeal from the NEWBIES thread as it is (yes I know it doesn't all apply and we don't care - it is important not to change it).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Have made a further submission to Horizon as follows.
Further to my previous submission.
You have taken six photos of car and one of the sign.
The sign says that" the Blue Badge must be displayed at all times".
As I have previously stated the Blue Badge was on the front seat clearly visible,the sign does not state where the Badge should be positioned !
[FONT="]I will be more than happy to take Horizon to County Court and sue for Harrassment under the equalities act as clearly this was private land and your signage in this matter is not applicable.[/FONT]

You are unlikely to get anywhere with Horizon. They will not be interested in anything that doesn't have a £ sign in front of it. The circumstances mean nothing to them.
In terms of appeals there are only two separate stages: appealing to Horizon, then appealing to POPLA. Has the driver been identified in the communications with Horizon? If so, that makes a POPLA appeal less likely to succeed but it would be worth doing nonetheless.
The circumstances are much, much more relevant in a landowner complaint which is quite a different kettle of fish from the appeals process. Complaints are best done before POPLA. It's not unusual for people to get fobbed off at the first try ... but perseverance is often rewarded. Get back in touch with Tesco very firmly, very clearly and be prepared to keep going.0 -

Horizon are not connected to Highview, so this can't be a Tesco-only car park, or if it is just Tesco's own store there and nothing else, then it's a really small 'express' store?
