UPDATE: CHARGE CANCELLED BY EURO CAR PARKS
After taking advice from @nosferatu1001 and emailing an appeal to ECP I had an automated reply confirming receipt of my email and advising me that in the case of an appeal I would receive an outcome within 35 days.
35 days came and went.....no response from ECP so I sent them an email explaining that due to not receiving an outcome within their quoted timeframe and also not receiving a POPLA reference I would be considering the matter closed and the charge cancelled unless they responded within 7 days.
I also forwarded this email to the BPA as part of the ongoing complaints against ECP and they responded saying they would look into it.
On the 8th April I received the following email from the BPA...

Dear Marcus,

Thank you for your patience while we approached Euro Car Parks for their comments.

Euro Car Parks has advised us the appeal you had sent to them was treated as a complaint and as such, no appeal outcome was provided.

However, due to this error the charge has now been cancelled and appropriate steps have been taken to ensure this does not happened again.

As Euro Car Parks has responded accordingly and rectified their error, this case is now closed.

Thank you for bringing this matter to our attention.

I would like to take this opportunity to thank everyone who contributed to this thread and provided guidance that without I would have been unable to pursue the appeal and ultimately get the charge cancelled.
