    TL,DR

Turn off the data connection on your handset and use Whatsapp to call people, assuming the other person also has Whatsapp installed on their handset. Obviously you do need to be connected to a wifi source for this to happen.

So what banks will use WhatsApp calling to contact you?

I'm not sure the NHS or other government departments will either...

Mid morning, as if by magic, wifi calling has reappeared on my phone - yay.

Now, was it magic, or was it 3 getting their act together.

    Either way, I'm happy

... your phone should be 4G Calling compatible so you'll get to use the extended frequency that Three refer to as SuperVoice.
Yes, I see messages in the Notification Area...
    SIM 1 is HD capable
    and
    SIM 2 is HD capable
    :)
    But wait a minute,
the phone only allows one SIM card at once to be 4G.
I have a data SIM in 1 set for 4G/3G internet
and another SIM in 2 set for Calls and SMS.
    I only see the
    SIM 2 is HD capable
message when I disable the data SIM.
So when SIM 1 is enabled it is 4G
    and SIM 2 is 3G and 2G .
If I desperately needed to make a 4G Calling call with SIM 2 I would need to disable SIM 1 first (or set it to 3G internet).

HD calling isn't the same as VoLTE (4G Calling), the networks support HD calling on 3G (and it's even technically available on 2G), HD calling is just a high quality codec for voice.

Here's one network page relating to HD calling.

    OK, my bad!

So those messages are just confirming that my Three SIM cards are HD capable (because Three network supports HD calling with the better codec).
And (as you suggest) O2 and Vodafone and EE too.
But maybe some networks (in some other countries) might not support HD calling and the HD messages wouldn't show.

    I haven't tried VoLTE (4G Calling) yet...
    But as I said before...
(I think that) my phone only allows 4G for one SIM at once.
So to use SIM 2 for VoLTE I would need to disable the data SIM 1 or set data SIM 1 to 3G internet.
    :)

    Yes, that's correct.

Yes, the problem comes in that some phones are only 2G on sim2, as the technology got better you had phones that offered up to 4G on a sim and 2G/3G on the other. The newest phones now offer dual 4G, this is available on even cheap handsets like the Xiaomi 6A.

On Three VoLTE will only activate if you're on Band 20 LTE or in an area where the Band 3 (the standard LTE band) has been upgraded to offer it. You should get an icon or the word VoLTE in the status bar when it's active, if on standard Band 3 the call will still drop to 3G.

    For example:

Is this the same as a VoIP service like Skype or Nextiva?

    No, it's not.
