If you had been injured then the police would get involved, as its just a bit of damage to your car that will be fixed then they wont bother.
You will have to pay the £400 in any case, unless they admit liability before you collect the car, and try to use the video evidence to get your excess back.

i was on a 20mph road!
the car was in pursuit of the van for a earlier crash both over took me doing 45mph on a 20mph road next to a school and i was going to slow lol0 -

Because 20 signs are advisory (even if in red circles) unless there's a Traffic Regulation Order in place to revise the limit below 30.
Of course the sensible approach (which the OP took) is to assume a TRO is in place and that the 20 limit is enforceable.
As OP says though, the other parties were both breaking the speed limit, whether 20 or 30.
