I find this a bit confusing. How did Netflix identify the second account, the only details that were the same across both accounts is the card number.
Did you give the card number to Netflix and they then identified that two accounts were being charged to this card?
Actually, I don't know how they identified it, I queried the duplicate payments and they instantly informed me of a fraudulent account. They did not disclose how they identified this... My account was set up with my debit card, but I changed it before the first payment and switched it over to my credit card just to keep a regular payment on the credit card. So one can presume they've kept that banking information?
I had to give the last 8 digits of the Natwest card's long number to verify the payment method on the other account but no other information was requested before they changed the email address for the fraudulent account. I have this conversation recorded with the Netflix rep.0 -

From their About Us page. They simply pass on the information to the NFIB.
Reporting anything is better than nothing?
There is a good chance ActionFraud will have simply binned your complaint. If you believe you've been the victim of a crime then you need to report it to the police.0 -

No you haven't because the don't issue them. Action Fraud don't record crimes.0 -

I wouldn't take it beyond an LBA - Netflix do have several offshoots in London he could try a letter - cost of 2 stamps:
