I'm sorry if I shouldn't be posting this here. I have tried my hardest to sort this out myself, but I really need your help, so please forgive me if I've annoyed you and don't shout at me!
basically, I went to see a really long film at the cinema and I got a parking charge notice.
I didn't read the signs, because I've been parking there for 20 years without a problem (never been during the day, always at night) and I didn't realise a pay and display would be in force at 7 at night because they usually cut off at 6/6:30. anyway, turns out it's only free for four hours and the film I went to see was really long, so I've found myself with an invoice.
not that it's relevant, but I've never had a ticket for anything in my life - so I just very innocently wrote back to them, explained I was a customer at the cinema and said I was sorry. I said I was now fully aware of the restrictions and it would never happen again.
it didn't even occur to me that they would reject my appeal, but they did. I thought they may have a forgiveness policy for first time offenders. I now face having to appeal to POPLA or pay the discounted £60, but their appeal process seems very black and white and I've already admitted I was wrong and I said sorry.
had I known, I would have paid, but I didn't know and I guess when you've been parking somewhere without a problem for 20 years, it doesn't even cross your mind. I suppose I've just never been over 4 hours in all these years.
so the clock is ticking against me with this POPLA appeal, I just wanted to know if you guys had any advice - should I just surrender and pay the discounted rate while I still can, or is it worth the risk appealing to POPLA? if so, what should I say?

any appeal to POPLA would have to win on a technicality , so in your case that would be one of the following
NO LANDOWNER AUTHORITY
POOR AND INADEQUATE SIGNAGE
ANY BPA COP FAILURES
etc
so given your account I cannot see a win unless its on one of the above , nothing to do with what has happened in the past or anything else, certainly mitigation never works with these parking par@sites. POPLA rule on the legal issues , not mitigation
sorry you have been stung , its the way of the world now and is regularly on tv , in the papers etc (one this morning on Rip Off Britain in the Trafford Centre popup shop advice clinic)
the choice is yours , pay the £60 or appeal to POPLA and see if you win on a technicality
if you are doing this , read the NEWBIES thread near the top of this forum , especially post #3
bear in mind if you fail to pay a court case will probably happen within 6 years , a loss in court would cost about £175 at the moment0 -

But it does in court. Let them try a claim for breach of contract, they might struggle.
Nine times out of ten of these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Wonder if anyone can give me advice?
My daughter has received a letter stating she owes £155
The letter also states they sent first letter to her old house so this is why the amount has gone up.
She has offered to pay the original £100 and as it was there mistake doesnt want to pay the full £155. They wont accept the lower offer and wont let her speak to a manager. How does she stand please as she doesnt want to get a ccj or go to court. She is scared now.

using some resources I found on this message board, I filed an appeal with POPLA. the issue is still with POPLA. the parking ticket company submitted a 40+ page reply to my appeal and I was asked for my comments. still waiting to hear back0

I never left my car as I went here to use my phone and didnt notice any notices as I have dropped my mum off at thiz place a few times last year..
I was hers for 20 mins...I appealed and did not receive any other letters , I was informed they sent emails which could and was in my spam folder..dummy how they can send letters when the amount is increased bug nif a reminder to pay...I'm furious with this scam , I've told them I will pay the 60 pound but not the 100 ..0 -
