ParkingEye Chorley Hospital, Help\Advice Needed Please

Hi, i have read the faq's etc, but this is a bit of an odd one which hopefully someone can advise on,firstly i wasn't driving the vehicle on the date the vehicle was said to being parked illegally, but i am the registered keeper.
the driver was at the hospital and was in the car park for 1hr and 31min, on exit the driver paid at the pay and display ticket via contactless payment, the machine give the driver a receipt, the driver then left the car park.
A couple of days ago i received what looks like a photocopied Parking Charge Notice saying the driver had not bought a ticket.
i contacted the driver and asked them about this and sure enough they had the receipt etc , i thought brilliant, on inspection of the receipt , right at the bottom it states payment not accepted, the driver is absolutely mortified, and thought they had paid, and was going to ring them and pay the 42.00 which rises to 70 if not paid within 14days.
there is no POPLA number on the PCN it states on the back, "POPLA will not accept an appeal, if you have not appealed to ParkingEye in the first instance"
Any help etc would be fantastic.

your first port of call is to complain to PALS at the hospital.
second to send the template found in the newbies thread to parkiglie to get your POPLA code.

Oh ... and using a phone to browse the site can cause problems.. so please try a laptop/PC

Nine times out of ten of these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
