Housing Association refused transfer

Hi everyone, i have heard so many great things about this website i thought i would give it a try,
i am a resident in social housing, i have been with my landlord for almost 2 years, for almost 1 year i have requested a transfer to a floor or floors above the ground floor of the block i live in, i suffer from PTSD due to the environment i am currently living in, i have submitted medical evidence and a letter from my GP recommending i move from the ground floor to a higher floor, i have also recently been diagnosed with lung cancer, i have reported all this to my social housing but it seems they are not interested, for the third time today, over a period of 10 months i once again had to give them a reason for wanting to move, forget the fact they have the GP'S letter of explanations and recommendations, 1 of my reasons is this, i live on the ground floor, i am in the process of having a surgical procedure to remove the lung cancer, everyday up to 6 vehicles stop outside my window (daytime) for numerous reasons, in the space of a week i have photographed no less than 26 vehicles outside my living room window. the carbon emissions always enter my room, whilst i will not be firing on both lungs very shortly my Landlord has said today they will not consider me for a transfer,
are there any avenues i can consider please?
any advise or direction would be more than grateful

Check your Landlords website for their complaints procedure, and follow that.
You could also try contacting your MP.0 -
Hi, i dont want to use homeswapper as i want to remain where i am, just a higher floor i have used the their complaints procedure and a visit to their offices to complain, all of which has resulted in a 2 home visits, both times asking me why i want to transfer, then being refused.0

There is no way they would rehome you onto the first floor due to your illness. If your mobility deteriorates you would need to go back to ground floor living. A stairlift would not be fitted to a communal walkway/staircase
You best option is to try to get a transfer to another flat that does not have the level of fumes you are experiencing. Or if you are determined to go up a floor why not post leaflets and see if anyone wants to move onto the ground floor.0 -

You may need to be more patient, persistent, and re-think both the way you approach your landlord and the level of their employees you are dealing with as KxMx suggests, above).
You say that "my Landlord has said today they will not consider me for a transfer" which I assume means that they have written to you? Or has all this merely been oral (I assume not, as you say you've given them doctors' letters?).
Go upstairs (managerially- not literally; that comes later if you succeed, lol); ask again, in writing, for them to consider your request. Enclose all copies of previous requests and supporting medical advice, or, if this has been oral, a list of constacts with them with as far as you can recall, dates and detail of previous requests and their responses,. Name the people you've been dealing with; they may be fairly junior, overworked employees, or worse, staff who regard you as a nuisance to be fobbed off. Be polite. Be reasonable. Remind them that falts do come vacant and you are prepared to wait
But everyone has a boss, so go upstairs; above their heads.
If they still say no, or don't reply, ask for their complaints procedure. It may be on their website. And look up the Company Board; they are a non-profit Company- in effect, a charity (even though they may not act like it). They will have a Charitable structure, with a Board to whom even the CEO ( on https://www.!!!!!!!!!!!!!/) is accountable. Look up the board memebers on their own website- in ther annual report or via the Companies House website, Charity Commission website or Google.
If your complain fails, write to the Board members; carry on being a polite but persistent PITA.
And then try your local Councillor, and if that doesn't work, your MP (look at https://www.writetothem.com/ )
