I agree with others, it looks like they're land grabbing to me. You can buy plans off landregistry.gov.uk for their house, or perhaps even just poke around on your council's planning website. Quite often they have maps that show boundaries, when searching for planning applications.

I doubt if the Council is so short of things to do that this would be a priority for enforcement

I wouldn't bet on it - I erected a low fence 2 years ago which annoyed someone who lived halfway up the street and the council were round like a shot to inform me one of the posts was half a foot too close to the highway.

But it would have felt hemmed in prior to the fence being constructed. Nothing has changed in that respect!

Really? I agree the view was restricted at GF level, but the situation's been exacerbated and I doubt if the road can be seen from there now.

Your argument seems to be that the OP doesn't need a view anyway because the one they had wasn't 'nice.' It makes one wonder what sort of view you might consider worthy enough to retain!

I don't see anything wrong with it, but the photo doesn't really show/explain enough about use of the space, or who owns what.

I'd rather look at that fence than have a view of them sitting round in their shorts scoffing BBQ food.
    What I thought as well.
I wondered if they'd mind me putting another similar on top of that so I didn't have to look at them, the brick wall or the corrugated roof! :D

As already said, it'll tone down with time. I wouldn't ask them to paint it as a true horror might emerge. The colours of their favourite wombat yodelling team or something. Pink with yellow dots.
