Toyota have not gone an inch. It is because they do NOT fit a Catloc, do not contact owners affected and then refuse to help the victims that Toyotas fails its customers.
I have to say that many years ago it was possible to have a sensible discussion of important matters on the Forum. Now it is a waste of time with almost all the comments contributing nothing worthwhile.

So every Toyota sold from around 1992?

If this issue is important to you then you should have researched it better before your purchase. If the catloc isn't listed on the specifications of the vehicle then it isn't included, this is as far as they need to go in making customers aware of it not being there (why would anyone produce a list of things they don't have as standard, and they won't highlight potential issues with the product at the point of sale.) Also, as it isn't a safety issue they won't issue a recall. And it isn't a design fault, it is the absence of a pricey optional extra that makes the car better that some others may well include it as standard, but there's no obligation to do so.
(Although I could be wrong, I often am.)
