    Yes it is, but you appear too blinkered to use it. By taking this attitude, you are screening out the vast majority of the competitive fixes.
    DD is a no-brainer, as long as it's correctly set, which is within your control. And, should the supplier break the rules, you simply invoke the DD guarantee with your bank and get an immediate refund.
    However, I'm sure that your (misguided) principles are more important to you than saving £200pa, so you will ignore this advice.
    No free lunch, and no free laptop ;)

    Scottish Power still allow you to pay on receipt of bill for many of their tariffs.

    Use this filter to see all the currently available tariffs from them that suit you.

    Choose 'Quarterley Cash' or 'Monthly Cash' under Payment Method.

    Lots of available tariffs with Quarterly Cash, but it seesm only their Standard tariff is available under Monthly Cash.

    Scottish Power do NOT insist on a smart meter.

    They also appear to have a no standing charge tariff:
    ENERGY FOR LANDLORDS V5

    I've not checked out the terms but it comes up as an option when you choose 'Quarterly Cash' (and maybe other payment options?) for both gas and electricity.

    But you seem to have so many issues, I won't go into each of them here.
    What I would sugggest is you go back to the CAB who you say were helpful previously; they can also help you choose a supplier & tariff that meets all your needs. :)

    Standing charges are irrelevant. Its the overall cost that matters.

    Standing charges are around 25p a day for dual fuel (eg green.energy) which is just over £90 a year, so not near the £200 a year you quote. I find it hard to believe that the total annual cost would be cheaper with a zero standing charge company because the kWhs will just cost significantly more with them.

    You may find it hard to believe, and it probably varies a little by region, but if we consider the eastern region as an example, the currently available tariff from Green Energy (Dual Fuel Sparkling Summer 2020) charges the following:

    Electricity:
    31.82 ppd
    20.57p / kWh

    Gas:
    31.32 ppd
    4.62p / kWh

    In contrast, the Scottish Power no standing charge tariff charges:

    Electricity:
    0.00 ppd
    18.584p / kWh

    Gas:
    0.00 ppd
    4.076p / kWh

    I'm sure we can all do the maths...

    While it might be true that the supplier I quoted is more expensive (or unavailable in some areas) Green Energy UK (longer established, more expensive) is not the same as Green/green.energy (new, currently towards the top of the cheapest suppliers).

    For my area:
    Unit rate gas
    3.369p per kWh inc. VAT
    Unit rate electricity
    11.795p per kWh inc. VAT

    Break even point compared with the zero standing charge one is something like 2 kWh a day of electricity and 3000 kWh a year of gas, both of which would be very low use for the OP indeed.

    WHAT IS WRONG WITH YOU, why will you not just accept that DD is not an option, please show some RESPECT.

    I have explained this adequately already, 3BN held by energy companies, overcharged £2500, had £750 bill taken 5 times and now I do not have banking that supports it and have no intention of getting one.

    I assume you are just one of those sad people that makes posts where you know you can't help, just to get your post count up or you just enjoy winding people up.

    The price comparison site said you agree to have a smart meter or you will me moved to another Tariff, I call that a gun to your head, others here call it blackmail, bullying but it is just a corporate con to the tune of £13bn

    A brief check for me shows a number of suppliers that accept cash or cheque per quarter .All would cost me more .



    No standing charge only three of above and that would cost me £600 more pa .


    Next step would be to look and see who does not require a smart meter .
