Pip to uc 2023

Catching up on pip to uc managed migration 2023 -hopefully.

This info states that claimants would not receive any less amounts than current benefits which would be excellent and help in later m.s. years.

c)Migration from a legacy benefit without a change of circumstances. DWP refers to this process as “managed migration”.16 The Department intends to begin this process on a pilot basis from mid-2019, and to move to scale from 2020. It should be complete—and with it UC fully rolled out—by 2023.17

The way that people come onto UC affects how much benefit they receive. People who go through managed migration will be eligible to receive transitional protection. This should ensure that their UC award is, at the outset, at least equal to their existing benefit entitlements.

Is above agreed and due to be implemented.
Can this change since Amber Rudd has kind off moved elsewhere from her role.

The managed migration pilot for transfer of legacy benefit claimants to UC, which is limited to 10,000 claimants started in July in Harrogate. Following this full migration is scheduled to start in 2020 and to be completed by the end of 2023.

    The regulations are here http://www.legislation.gov.uk/uksi/2019/1152/contents/made
The explanatory memorandum is here http://www.legislation.gov.uk/uksi/2019/1152/pdfs/uksiem_20191152_en.pdf

The legislation contains provision for additional payments for those who could otherwise lose out. However those who currently get SDP may still get a bit less than before - although this is the subject of a further legal challenge in the courts.

Note also that a claimant who subsequently has a change of circumstances will lose the transitional protection.

However this has nothing to do with PIP itself which is not affected by UC as it is not a means tested benefit and UC only replaces means tested benefits JSA, ESA, IS, HB and Tax Credits.

I seriously struggle guessing if my part time almost 12k salary will exempt me from migration to uc from wtc's.
Ive given up trying various calculators most of which seem to be producing Nil uc awards.

Nothing will exempt you from migration when the time comes in the sense that your legacy benefits will end. Your UC entitlement will then be worked out, provided you make a claim, and if it is less than you previously got you will be entitled to transitional protection.
One obvious group who will lose is those who currently receive tax credits but have capital of more than £16,000. For them the capital limit will be suspended so that they can claim UC but the relaxation is limited to 12 months.

Is my home counted as Captial not that it's expensive in terms of Value mid mortgage term.
I don't hold any other Capital
I run a Calculator recently which suggested I'de lose 63p per pound of uc benefit.

The home that you live in is disregarded as capital.

As you don't have limited capability for work, unless you're responsible for depend children then you won't have a work allowance. This means you'll have deductions of 63p for every £1 you earn.
  • The 2023 date is yet again a movable feast, there will be one if not two general elections by then, and at least one major party is committed to abolishing UC if they win power, like all these things over recent years I will worry about it as and when it affects me.

Sound advice, although I understand the desire to try and look ahead.

Which party have said they will definitely abolish UC?

Given UC was first introduced in 2013 and it is nowhere near fully implemented 6 years later, and could very easily end up taking another 6 years to migrate everyone onto it, how long do you think designing, planning and implementing a replacement would take? And how much (extra) do you think it would cost to do a better/different job? I don't believe any party has the political will or more importantly the resources to rip it up and start again from scratch.

IMHO UC is not fundamentally a bad system but it is massively under-resourced (arguably much like all public services) and that causes the vast majority of the issues that occur. The rest can be fixed by tweaking the legislation which is what is (and has been) happening all the time.
