Who knows? The thing about slow gradual reductions is that the listing goes stale in the meantime, and it probably ends up getting reduced to a lower price than if it had been listed for a realistic price in the first place. We are looking to buy in a similar area and it seems prices have risen a lot since 2015.
I'd suggest looking at what very similar houses are selling for. If that's the price, then it's fair, if it's well over other similar properties then bid lower and wait until they eventually realise noone will pay.0 -

The only way you can find out whether it's over-priced is to look at similar house prices in the area and compare.0 -

Sales volumes on the other hand are lower than 1995, so it would be wise to consider that most prices are just kite flyers now and hold your composure a while longer?

I wonder how many months of 2019 transactions are represented in that graph...? Oh, wait. It says at the top that the figures are up to August 2019... Be interesting to see how the full year figures compare, wouldn't it?
And, yes, they're still lower than 2007. But the average price looks to be higher.0
