Creating a driveway

I've just received a letter from planning telling me I don't need planning for a dropped kerb as my grass bank falls directly on to our road and no foot path's.
As long as I use a permeable surface with additional drainage. This is obviously what I will do and comply with fully.
Question is: can I now start digging and laying/completing my driveway?

Yes you can.

Just double check your deeds to make sure there isn't a clause about what you can/cannot do with your front garden, especially with ex-council houses.
If ex-council it will state you need permission to use your garden as a drive, all it involves is writing to them to ask, they reply and if granted it's for you/your household and not transferable on sale; new owner just has to repeat the processMortgage started 2020, aiming to clear 31/12/2029.0 -
You will still need to apply for approval from the local highway authority unless your proposed drive is on/off a private road.0

From recollection (I read several threads on the topic when I bought my current house, as it has a slightly odd dropped kerb situation), there are two permissions you need.
One is permission to cross the current pavement with a vehicle (not applicable in your case, as there is no pavement).
The other is permission to build the driveway, bearing in mind it may involve making changes to the highway. I think the latter usually involves requiring you to use the council's contractors.
It may be that because you aren't crossing a pavement, neither permission is needed, but best to check.(Nearly) dunroving0 -

Further to your request for "Is Planning Permission Required?", please find below
my comments.
I can confirm that planning permission is not required for the proposed dropped
kerb, which has been considered under Part 1, Class F (the permeable surface) and
Part 2, Class B (dropped kerb) of the Town and Country Planning (General
Permitted Development) Order 2015.
Any parking surface should be permeable and/or have some means of drainage
within the site to prevent surface water draining onto the highway including the
footpath.0 -
