Civil Enforcement Ltd - Have I left it too late for a POPLA?

Hi Guys and Girls,
I had a PCN from Civil Enforcement with an issue date of 04/07/2019 relating to an "incident" on the 28/06/2019. I am not sure when the PCN actually arrived but after reading the advice and FAQ thread I appealed.
I received a response (again, not sure exactly when) dated 22/07/2019 stating that I have 28 days during which to appeal via POPLA. That 28 day period would have expired 19/08/2019. I had genuinely intended to appeal but with work commitments and family holidays I have not done so.
I have also received a "PCN reminder / Final reminder before legal action" dated 22/08/2019. This that tells me I can still pay the £100 "fine" within 14 days (which would run out tomorrow 05/09/2019).
So, should I still put in the POPLA, should I just pay the £100, if I enter to POPLA do I need to let Civil Enforcement Ltd know? Advice would be gratefully received.

Post up the PCN (with all the personal information deleted) and photos of the sign. You may have to defend it in court or at least file a defence and watch CEL not turn up to court and win.

Popla won't accept any appeal because the deadline day was last month2

I suspected as much. I guess the first bit of advice is "don't ignore the deadlines"...

You use an online hosting site and post the URL in your reply , same as everyone else
MSE doesn't host files , hence your problem in attaching files2 -
Sorry, I also posted that before searching. When I did I found a thread (although I searched google for "MSE how to attach files" as searching the forum didn't seem to work.

Unfortunatly I now get an error stating that "sorry as a new user you are not allowed to post with lnks..." which kinda puts the stoppers on me.
I'll try removing the h t t p s : / / from the start and replace the DOTs as above and see if that will post...

the way to fix a url is to make it non live , by changing http to hxxp

Hi Again Guys and Girls.
I've had another letter through from Civil Enforcement Ltd.
The letter states that if I do not pay the £140 that is outstanding (£100 charge + £40 costs) within 14 days that they will instruct a 3rd party collection agent.
It then goes on to say (rather confusingly) that "following which" they may be left with no alternative but to instruct their legal department to commence proceedings.
I presume the advice remains the same here and I just ignore it but wanted to confirm..0 -
Let their 'agent' go and collect that 'third party' then, haha!! Ignore that trash.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Another letter. This time from ZZPS Limited
The "debt unpaid" has now risen to £170 and the letter suggests that I call "immediately" to discuss payment. It does not however seem to issue any deadlines by which anything needs to be done.
Is the advice still to sit tight?
