I'm sure there are plenty of examples but one possibility could well be Tesco Mobile with their 'Family Perks': https://www.tescomobile.com/perks

They use the o2 network, you can cap the bill, and you could be rewarded each month e.g. 1GB of additional data etc.

Also your clubcard points are doubled to use for bill reduction

Get them pay as you go with monthly bundles, so no chance of any unexpected costs

They are usually more expensive though!

As long as you set a price cap (tesco are good with this on 02)
    its cheaper

Why not start by looking at a sim only comparison site such as
    https://www.uswitch.com/mobiles/compare/sim_only_deals/

Then check on the providers web site for coverage where you live. It might be better to go with your pay and go provider as you will know what the coverage is like.
Then check that you can set a spending limit.
Although contracts in general have good allowances for texts and calls other services such as sending pics and videos, and voicemail can cost on top.

ID Mobile are worth a look as they have some decent rates and you can place a limit on the bill.

Further details are in the Utilities and Phones section of this site.

A lot depends on how much data they want.

Another post on this site mentions Voxi which is good for big users of social media etc. It is owned by Vodafone.
