the only way to deal with it is contact environmental health, they then contact the person whos making the noise to say there has been a compliant! no names are mentioned but it doesnt take a genius to work out who may have complained.
then your advised to keep a 3 week diary of times, dates, and what the complaint was - then from there goes back to environmental health who will then decide if it warrents a sound things in your house to monitor how loud the noise is.
Were going through exactly the same with our next dr neighbour, once he got the letter from environmental health our life has been made hell.xx rip dad... we had our ups and downs but we’re always be family xx0 -
Oh the quickest route is enter the guys house and drop is music stereo from a sufficient height. Saves all the time messing about with the council environment health but then I wouldn't recommend it but I can understand why some people would do it because of people like that they think they can do what the hell they like whilst decent people have to suffer from lack of sleep.

He can buy a copy of the deeds on line at the Land Registry site for £3. They will have the owner's name and hopefully their home address.
As mum2one says, to go the environmental health route, he needs to keep a diary of all the events with dates/times etc.
If the guy really acts up, it could be a police matter, certainly punching someone is...although justifiable and a great deal of fun, I'm sure!

It depends on the council. In Haringey they have on duty noise officers 18 hours a day. When we had a noise problem we called them, someone was with us within 20 minutes, they came into our house asked where the noise was worst. They assessed it, said it was too loud and went straight round to the neighbours and issued them with a warning following it up with a letter posted the following morning. The first time it happens it's a warning, the second time they have cessation order placed against them and on the third time a court order will be placed to issue a fine and confiscate their equipment.0 -
Were we are we keep hitting a brick wall, we own the house, the neighbours housing association, when we had the police in 4 abuse from the neighbour the lovely copper said why dont you move!!
After a yr of complaints the houseing assosiation have served this is no 3 eviction notices, not just becoz of our complaints, theyve followed this up with solicitors being invloved, so its going to court, guess its an excuse for a new outfit, tho would prefer a slinky dress rather than a new suit!!xx rip dad... we had our ups and downs but we’re always be family xx0 -

It may not be terribly effective, or even terribly mature, but I found great satisfaction in taping their doorbell permanently on the next morning after they'd kept the whole block up till 5am, for the third time in a week. Hangover+3 hours sleep+perma ringing doorbell=pain.
Seriously though, unfortunately you're rather at the mercy of your council's services. If they're serious about noise prevention it's quite easy to deal with. The landlord approach is the other one - usually landlords don't like have nutters in their properties, and may use it as an excuse to boot them out.0 -
