My car has been blocked in

I'm assuming that you have an officially installed dropped kerb giving you access to your driveway and don't simply drive up over the kerbstones as that makes all the difference.
If you have a properly installed dropped kerb then the responses above are valid. If not then you have limited rights with regard to removing the car blocking your way.0 -
In terms of the OP ... they have few rights, if any, other than finding some means to nudge the other car forward/backward (as applicable), as the OP is parked on the road.
The OP's neighbour may or may not have a valid case depending on the dropped kerb as you rightly point out.
Unless I'm mis-reading and the OP means that the offending vehicle is blocking egress from both drives.0 -
The police should be moving it, they do a PNC and if its local will knock. Or gets towed.
Called 101 and tell them you need to access highway.
Also call council parking so it gets a ticket in the meantime.0 -

Under that legislation the local Council has the power to ticket the vehicle and the power to move the vehicle. If the area is not a Special Enforcement area then it is very inconvinient but no offence has been committed. The purpose of the dropped kerb is only to allow a vehicle to legally drive across a footpath/verge.
The problem with the council doing enforcement is who do you contact on a bank holiday weekend.0 -

Parking enforcement isn't an emergency.0 -

Richard Roundtree perhaps.A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".0 -
