***Parking Eye PCN***

I have just been sent a letter today from Parking Eye with a PCN for staying at an Aldi car park for 33 minutes and didn't register my vehicle even though I used the store.
The date of event is dated 14/8/19, it says the date issued is 17/8/19 but on the letter in the blacked out *PARKING CHARGE AMOUNT* part it says "The parking charge will be discounted to £40 if paid within 14 days of the date issued 31/8/19"...
So I have until 14th September to pay the discounted amount.
Can I get them on the "14 days over from event to the notice to keeper?"
or alternatively use the fact that I was in the store the whole duration but hadn't registered my vehicle?
Any help is much appreciated.

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

You simply need to complain to Aldi - Google for their parking complaints email and prove you are a regular customer by showing receipts from you/family (gather them together) or a bank statement showing custom at Aldi ANY TIME this year.
This is already explained in the NEWBIES FAQs. Complain to the retailer FIRST.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't believe I have many reciepts but I will have them on my bank accounts from when I've shopped there etc...
Will the fact I actually used the Aldi superstore on the day in question help my case?
And I wasn't just using the space for other purposes?

Dear Sir or Madam,
I have recently been issued with a parking charge notice from Parking Eye after shopping at your *** store on the *** )
Our family use both your Aldi stores in N*** & B**** very frequently over the past few years as our main shopping stores, of which we rate highly, but due to this unsavoury incident we are now considering using alternative venues.
The driver should not have to pay a £70 fine for shopping at one of your stores, especially as there is no clear signage stating that patrons must register their registration number in the store itself whilst using the carpark (which is only located upon leaving the store).
I can also obtain proof that we were using your store during this timeframe.
Therefore, I repectfully request that this charge is cancelled.
