If may be clear as you say, but what does the signage say exactly? what is the exact wording ? how is it laid out?
You need to post a picture.
You need to get a grasp of the situation, and at the moment you are not helping yourself, just making it hard work to try and figure out what is going on.

You say the signage is pretty clear, but then point out that you'd never paid any attention to it. Well then, it obviously was not clear enough that you consciously entered into a contract where you agreed to be invoiced the sum being asked, is it?
Remember, it's not a fine or a penalty. It's an invoice for parking. The rogues' case rests on them claiming that the signage created a contract.0
