I dont see how your quotes relate to this point.
Of course you need to have photos - no idea why you would make an allegation you coudlnt support at the time. I presume you are past the date to submit WS now, so you would be adducing new evidence and asking the court to accept it? You realise the claimant can object?

If NO then again, what relevance does this have?
