This has to be a windup.

I know it seems unbelievable that someone would burn the doors and carpets - but they have.
    That's what shocked me.
But actually, the more I think about the less it will actually cost. It's just the initial craziness of it that shocks you.

Most of the time people strip these houses out and spend a lot more when they're bought / sold anyway.

Who would buy it? The property is (officially) uninhabitable, the closure notice appears on the local searches, so whoever buys it also won't be able to do anything with the property until they've fixed the problems.

Could the new buyer just strip it out, renovate it and live in it themselves?

A rogue landlord has been fined for failing to correctly licence and maintain a property on Cemetery Road - and is now nearly £8,000 out of pocket.

I don't see why not. But it's not going to be mortgageable, and I would guess anyone with enough cash would prefer to live somewhere else.

I've had those 'closure orders' put on social houses near me.
Usually the occupants are junkies etc.
The council come and put metal grills on the windows and doors.
The police stick a notice on the property and they all stand around for photos in the local paper.

Why they don't just evict and put a new tenant in I'm not sure.
    Maybe they prefer the publicity?

Sounds like that landlord got off lightly. She's got 17 properties, so £8k fine isn't much for her.
I'd have expected the council to take possession and sell one property at least.

I suspect they do the publicity to show they are taking action against 'rogue landlords'. Yes they may well sort accomodation for the tenants and remove them from your relative's property but i suspect the costs will be passed on to them and they will also have to deal with HMRC for being an overseas landlord but will be seen as an easy target.

My advice, keep out of it as much as you can, things can go horribly wrong ifvyoubare not careful.
May you find your sister soon Helli.
    Sleep well.

Well the lights are all off in the house now and it's dark.
So either the electricity really is off or they're all out.
They're not sitting outside drinking anymore because it's got a bit colder and wetter here now.

The meter looked like a normal one earlier. I would have expected a pre-payment one with tokens.
Do the electricity companies cut people off these days? I thought they came around and fitted a pre-payment meter, then put a debt on the meter - or deducted 50p a month from the tenant's benefits etc.

Who knows. I'm going to try and keep out of this.
