We don't know what (if any) disability the defendant has

@Op

Don't be contacting the PPC if the keeper intends to defend this!

Must be the driver, not the keeper, as I see the OP said:
and stated that the keeper was not driving at the time

I disagree with Quentin. If the PPC are unaware of the driver's disabilities a judge might ask why you did not inform them.
You never know how far you can go until you go too far.

Nevertheless it's not for the driver to be contacting the PPC,,!

You are confusing the OP over this issue,!

...the date of issue - 12th August 2019.
With a Claim Issue Date of 12th August, you have until Monday 2nd September to do the Acknowledgement of Service, but there is nothing to be gained by delaying it. To do the AoS, follow the guidance offered in a Dropbox file linked from post #2 of . About ten minutes work - no thinking required.

Having done the AoS, you have until 4pm on Monday 16th September 2019 to file your Defence.

That's over four weeks away. Plenty of time to produce a Defence, but please don't leave it to the last minute.

When you are happy with the content, your Defence should be filed via email as suggested here:
Print your Defence.
1. Sign it and date it.
2. Scan the signed document back in and save it as a pdf.
3. Send that pdf as an email attachment to CCBCAQ@Justice.gov.uk
4. Just put the claim number and the word Defence in the email title, and in the body of the email something like 'Please find my Defence attached'.
5. Log into MCOL after a few days to see if the Claim is marked "defence received". If not chase the CCBC until it is.
6. Do not be surprised to receive an early copy of the Claimant's Directions Questionnaire, they are just trying to keep you under pressure.
7. Wait for your DQ from the CCBC, or download one from the internet, and then re-read post #2 of to find out exactly what to do with it.

I'd be guessing that the OP has forum regulars giving conflicting advice amongst other things

I must admit that, although I have some knowledge, this one is quite difficult to be clear about.

It's happening on another current thread where you, I think, said something along the lines of "you have to choose whose advice to take". As you suggest ultimate responsibility lies with the defendant but if you are new to a forum it can be difficult to work out who is best to be trusted.

No easy solution, of course. However, the amount of information can be overwhelming on occasions for someone here for the first time (and, indeed, for some of us with a bit more experience!)

Step back a bit

This is parking eye, so theres a great chance they met keeper liability anyway. So i wouldnt bother confusing things

Did the driver OR passenger of the car have a protected characterisitc?
If YES then contact PE and tell them, Invite them to withdraw their claim as they will lose on this basis - as they have failed to make reasonale adjustments. They in fact have *no* mehtod in place to allow for additiponal time to be "requested" (it actually should not need to be requested) and so they are in breach of the EA2010.
