The louvres are used at more complex junctions to restrict the sightlines so that as far as possible the signal lights are only visible to drivers the signal is intended to control. Thus to avoid drivers thinking "their" light is Green when it isn't because the light is not intended for them.0

As above. Red is often not louvred as mistakenly stopping (on green) is generally safer than mistakenly going (on red).0

I know what you mean about the lights being difficult to see from the direction they're supposed to control. I've always assumed, probably incorrectly, the louvres aren't correctly adjusted.0

Also makes it harder to anticipate the lights when yours is on red so less chance of an [STRIKE]ambler[/STRIKE] amber gambler and wannabe drag racer meeting in the middle.
