that is why the ideal solution is a landowner cancellation by complaining to PEEL or their Managing Agent onsite or online (if there is one)
plus email the CEO of Starbucks UK and complain as a genuine customer (she must do these things , or be sent in her name - preferably with proof of patronage)
try ceoemail for the correct email address
the squeaky wheel gets the oil
and it does not "go up" , its already at £100 but with a 40% discount for early payment , even the signs tell you its £1000 -

1. What was the date of the parking incident?

The date of the alleged parking incident was 22/07/19. The PCN Issue date was 26/07/19.

The dates of infringement and date of issue of the NtK bring keeper liability into play.
However, the warning to keeper requirement of PoFA is only linked to a paragraph addressed to a hire company. On that basis, if you're not a hire company (yes, OK, I know you're not!), they cannot invoke keeper liability against you.
But that assertion is vulnerable to what precisely the initial appeal stated. So many cases can be snatched from the jaws of victory by impulsive (albeit well meaning) strangers to the issue!Please note, we are not a legal advice forum. It is frustrating that my partners father hastingly wrote an appeal on her behalf based on what he thought was an unfair charge when she was still spending money in store.
I'm guessing as we no longer know exactly what was said in the original appeal this may be a fight too far for us?0 -

we agree that it was done in haste with no research , that is the type of complaint that should have gone to either the landowner or managing agent
the term is "fools rush in"
there are various legal grounds this can be fought on , but if the initial appeal hinted at who was driving, using words like "MY , ME , MYSELF & I" then POFA IS OUT THE WINDOW
meaning it all hinges on mainly no landowner authority and poor and inadequate and poorly lit signage (if at night)
this is why its extremely important to complain asap to the landowner or Managing Agent and also to Starbucks CEO, to get a cancellation at source, which is best in ALL CASES , REGARDLESS0 -

You (the keeper, is that you?) could do that right now and might have a reply within a week or two, well within the time it will take to get the retail park landowner to cancel it when you complain.
SAR is explained with an example link, in post #2 of the NEWBIES a section mainly about court cases but it does tell you about a SAR as well).
Complaints are almost always likely to work, especially if the keeper complains that the retail park is discriminating against shoppers with protected characteristics under the Equality Act (pregnancy or disability, both slow people down and a longer period should - arguably - be allowed).
A PPC will not listen to that.
POPLA will not listen to that.

I believe that the RK is his partner , whose father made this worse for her by appealing without doing any research first, not seeking any advice or legal advice or looking at any signage either before doing so
the KFC not far from me has similar signs which I checked out some time earlier this year , same CEL doing the enforcement, similar issues too0 -
Hoping to fire an email off today to the CEO of Starbucks UK and Peel Holdings who I believe is the landowner around the Trafford Centre and the surrounding retail units.
I'm struggling to find who to contact in Starbucks as it's an American company and the CEO is obviously based over there in California.
Also, what sort of department would I be looking to email for the landowner as I'm guessing they don't have a customer service etc...0 -
Try the UK CEO, try the CEO email site
Estates management or similar for the landowner, or customer services0
