ParkingEye followed by POPLA for Morrisons parking

Dear All
I parked at Morrisons Stratford, did some other work, cane back to Morrisons, bought some items and got a voucher to validate at the parking machine located outside. I scanned the voucher after entering my car reg and the display said there is nothing to pay.
After about 2 weeks, I received a post from ParkingEye saying that I have not paid the parking charges and gave the option either to pay the discounted rate or appeal.

I emailed to them giving my details (name and address) as I am the registered keeper in which I provided evidence of the voucher with barcode (which I still had it with me) and the credit card statement (as I had lost the receipt).

They came back to me via email with this message along with the POPLA reference number:


"You have provided evidence of purchase. However, please be advised that this did not
meet the discretionary criteria set by the landowner in this case. We are therefore writing
to advise you that your recent appeal has been unsuccessful and that you have now
reached the end of our internal appeals procedure. This is because you have not
provided sufficient evidence to show that you did not break the terms and conditions on
the signage.

You have received a parking charge notice, the Operator did not accept your representations
and you now want to appeal.
How to make an appeal
If you want to appeal, you must do so within 28 days of the date of the Operator's notice of
rejection.
The quickest and easiest way to submit your appeal to POPLA is online"


Can you please advise what should be my next course of action ?
After reading some of the threads here, should I approach the store manager at Morrisons to see if he could cancel the parking fine? Or should I fill in the online POPLA form? If so, what should I fill in to cancel the fine?

    Whatever you do, don't fill in an online PoPLA form.

    How to create a winning PoPLA appeal and how to submit it to PoPLA are fully described in post #3 of the NEWBIES thread.

    But before you do that, the first thing to do is complain to Morrisons.

    But even before that, the very first thing you need to do is edit your opening post to remove clues to the driver's identity.

    There is no place for the word 'I' when describing events on the day.

    Perhaps your first paragraph would look better something like:
    A driver parked at Morrisons Stratford, did some other work, came back to Morrisons, bought some items and got a voucher to validate at the parking machine located outside. The driver scanned the voucher after entering the car reg and the display said there is nothing to pay.
    And change the second bit in brackets in the second paragraph to "which the driver passed to me".

    I hope you blanked out the account holder's name on the credit card statement, or does PE now know the driver's identity?

    Get on with complaining to the Ms manager (not Customer Services) about this.

    If you have receipts, cc/bank statements to prove custom on the day, or past custom and/or a M's 'More' loyalty card, provide copies with your complaint.

    If the local manager won't help, go right up to the top of the food chain to the CEO.

    If this is Morrisons own site (rather than a retail park) the manager should have a PE user manual giving him the opportunity to cancel.

    If he is unhelpful the next stage is a complaint to the CEO David Potts telling him how disappointed you are being scammed by PE and if using his store comes with a £100 surcharge you will have no choice than to shop elsewhere.

    BTW you could also let Mr Potts know that you have been informed that ALDI and LIDL will always cancel charges for genuine customers.

    No, I did not blank out my name (doh!) in the credit card statement, as I was trying to give evidence to PE that I am a genuine customer who parked and who paid for the parking via the voucher. Also, since I am trying to prove this, I might have inadvertently admitted that I was the driver!
    Can I still go back on this to make my wordings generic as you suggested ("driver" instead of "I") while appealing to popla ?

    Do you recommend me to go to the Morrisons personally and speak to the store manager with evidence as opposed to emailing?

    Yes, it is Morrisons car park (not shared with anyone else). Not sure who owns the land if that makes any difference.

    I don't think it matters too much whether you talk to the store manager or email them.

    I prefer email though, everything's there in black & white.

    But if no joy, don't hesitate in emailing the CEO. They have to cancel this, no 'ifs' no 'buts'.

    When you contact the manager/CEO, ask how much the hidden discretionary amount is that parking lie have referred to. It's not mentioned on the signs or in any communication from them.

    Had you known how much you needed to spend to avoid a scam charge from unregulated scammers you would either have spent that amount or gone elsewhere.

    Also ask why the hidden amount is indeed hidden, as that is sharp practice and a company like Morrison's should not be involved with companies like parking lie that deliberately hide things from the public, and Morrison's genuine customers.

    Don't forget to complain to your MP about this unregulated scam.
