Further update on this : I went to Morrisons today to enquire about the parking. They did say that I have overstayed by 30 minutes (2 hours of free parking and I was parked there for 2 hours and 30 minutes). They said they ordinarily do cancel the PCN as long as I have spent enough to justify the length of stay. However, in my case, I only spent £6 which was not helpful.
So, looks like writing to store manager or escalating the matter might not work here.
So, my only option is to what was suggested to me earlier which is :
"How to create a winning PoPLA appeal and how to submit it to PoPLA are fully described in post "#3 of the NEWBIES thread".
Please advise.

If you saw the manager at Morrisons then writing to him/her to complain probably won't help. You did see the store manager as advised didn't you, not customer services?
Did the manager tell you how much the discretionary spend amount was? You did ask didn't you? It is very important to find out how much it is, not just for your benefit but for ours as well so we can help others.

This is because you have not provided sufficient evidence to show that you did not break the terms and conditions on the signage.
Surely it is up to the PE to prove that you did.

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Totally agree, and pointing out that Morrisons are just one supermarket, plenty more to spend money in

Whilst you're writing all these complaints, make sure you also include some of the additional text from your first post here:I parked at Morrisons Stratford, did some other work, cane back to Morrisons, bought some items and got a voucher to validate at the parking machine located outside.
I obviously don't know how busy they were that day, but you could perhaps apologise to them for losing them business because other customers couldn't park in their car park whilst you were off "doing some other work".
I don't agree with the methods that the likes of (in particular) PE employ, but perhaps we should also consider that the only reason they have a business is because people treat retailers' car parks like a free resource. If you had used their car park only for whilst you were shopping with them, you wouldn't have had an issue. Instead, you thought you could use it as a free car park whilst you did some work nearby, justified in your mind by buying your lunch (or similar) there.
You now want to appeal the invoice, yet you openly admit you were in the store for a minimum of time AND you overstayed whilst you worked elsewhere.
Who is in the wrong here? Morrisons, PE or you (or indeed, all three)? In the meantime, the rest of us have to faff about scanning receipts, entering registration numbers in to machines, getting receipts validated etc etc because the minority abuse the system.0 -
