    It was addressed to me, my previous address, not my mothers or with my mothers name?

    We got log book out to check and is registered to my mothers address, however licence (which I know you've said has no relevance) was recently changed with DVLA to new and current address which DRP have used to contact me.

    IF they used the log book to search for me the DRP would be contacting me at my mothers address but they aren't, they are using recently updated licence address?????!! Strange!!

    So as already suggested, ask the DVLA who requested your persona data and when, and confirm the address on your V5.

    They have (correctly) traced your correct address

    But when you say the original ntk came addressed to you, was that address correct at that time as the keepers?

    No sprry to be confusing - there are 3 addresses.
    address 1 (my mothers) log book is registered there and hasnt changed - no-one has contacted me here.
    address 2 (my old address) UKPC contacted me here but i never received it and first correspondance was from DRP at my new address.
    third address (my current address) DRP contacted me here, licence was changed to this new address a month before my PCN.
    So no original fine was to the incorrect address, an old address for me.

    The only address relevant to PCNs and other charges/penalties/fines (private, council and police) is that shown on your V5C (logbook). Check what that currently says and update urgently if out of date.

    Updating your driving licence does not update your V5C - there's no read-across. There are serious issues for you if you don't update it, not limited to a £1,000 DVLA penalty and the prospect of a council ticket going to the wrong address, with the prospect eventually of a bailiff visit to take your car and 75" Samsung, but also a police speeding ticket not being responded to, and all the serious grief that will deliver.

    as above , its not about your driving licence , its about the V5C log book registration , nobody is interested in your driving licence , but BOTH should have been changed , if the V5C wasnt changed , its your own fault
