Sorry if I’ve missed this but read through newbies and all links!
Mr car was parked at a bowling centre with newly installed parking company ANPR. Importantly multiple extra signage was added after the visit.
UKPC wrote to me at an old address, not where my log book is registered, so I didn’t receive anything until DRP wrote to me and the fine was £160.
I have written to DRP twice and asked them to allow me to appeal as they wrote to the wrong address. They’ve said no and carried on with the bullying tactics.
I’ve tried appealing to UKPC as advised on here but I can’t as it’s been passed to DRP.
I’ve read I can’t appeal to POPLA until I have a code...which I don’t as I can’t appeal.
I’m going to write to my MP today as advised on here but I feel stuck as to what to do next.
Firstly I was a genuine customer without receipts but witness statements, secondly it was newly installed and poorly signed, thirdly they haven’t used the log book address and therefore removed my appeal process?
The address was an old one my licence was registered to (not my log book) but was changed with DVLA a month before the fine.

Firstly, complain to the B.,P,A. then, if they persist, let them take you to court where I predict they will crash and burn.
In the meantime, complain to your MP as nine times out of ten these tickets are scams.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Everyone is asked to read up on this in the Newbies faq thread near the top of the forum before starting a new thread
Go there now to get an understanding of the game you are caught up in
Also read up on the debt collector stage you are now in (see post #4 in the FAQ)

You can safely ignore DRP!
Ignore everything except a LBCCA or court correspondence
If you changed your car's keeper's address a month prior to the incident how did they get an incorrect (though relevant to you)address from the DVLA? (Your licence address is irrelevant)
Throughout here you are advised never to reveal who was driving
You need to edit your post to remove details of who was driving
The ppcs monitor here and can use posts in your thread against you in court0 -

Yes! And I used the templates from the newbies thread!! Initially I used my own and they said there was nothing they could do so I used the newbie template and heard nothing back!0

In that case all correspondence from the ppc should have gone to your Mother
(They would never be told the address on your licence by the dvla)0 -
Hopefully The Deep will realise he has made a mistake and correct the link in his post.
Meanwhile contact the DVLA and ask them who requested your personal data and when. State that you believe this service to be free.
In addition, send an SAR to the scammers as per the NEWBIES.
Double check the address on your V5. Don't just guess, get it out and look at it. Check the address and the date on which it was registered to you at that address.
