From what I can see so far, you are right in that in order to use Santander you need to be able to receive texts.
If you can't receive texts then you won't be able to use Santander internet banking. You will, of course, be able to interact with them in other ways eg phone, branch visit, letter etc.
If you want to use internet banking then you will have to switch to a bank that allows alternative forms of identification.
You mention Barclays PIN sentry - yes this will allow you to logon to Barclays.
Other banks that might suit you are Nationwide (card reader thingy) or First Direct (keychain thingy - also telephone banking).
At least you know in plenty of time to organise a current account switch.0 -
I have been in touch with my bank, Halifax, after receiving an email from them.
I am advised that I can use my landline as I do not do any financial transactions on my mobile nor do I intend to.
However, although they can contact me through my landline to give me a passcode how is this going to work. If, for example, I am in a restaurant and want to pay by credit or debit card the bank will phone my landline!!! I can tell the restaurant that I need to go home to get the passcode and then come back to the restaurant to pay. This is really going to work, not.
I want to be in control of how I operate my financial affairs not the EU or banks. I have managed to keep my accounts safe until now.
I look forward to hearing other comments.

Why make it so difficult for yourself? Just buy a phone! Were you like this when they introduced debit cards and got rid of the cheque guarantee card? I think you misunderstand what is happening.
These new regulations are for instances where the customer is not present. In the restaurant, you will use chip and pin (or contactless if the transaction is under £30 if you want). You are present, the card is present, and the pin is correct.0 -
The co-operative bank can send the passcode via SMS or email.
