Collecting a ATM card and pin in a Bank

From experience Barclays, Halifax and Lloyds let you collect from branch, although this was a few years ago.
Barclays no longer offer this. Some larger branches have card print machines that can make a new card on the spot for emergency issue, but this requires you the know the existing PIN so can't be used for the first card at account opening.I am going off the subject now but is attempted fraud a crime?
I would ruddy well hope so! Attempted murder is a crime, so why not attempted fraud? (I am, quite self evidently, not a lawyer). Bear in mind you would need some evidence to present to the police, simply believing that your flatmates are a bit dodgy wouldn't interest them.: )0
