A NTK is the first reminder. The newbies thread tells you that it is the first letter and it arrives between day 29 and day 56 of a windscreen PCN.
Have you got the SAR back from the PPC yet, showing any windscreen PCN?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Anyway, now you've managed with further help from beamerguy .....
PPL applied to the DVLA for your data on 6/10/14 - they have to wait 28 days from the parking incident where a windscreen ticket has been attached to the car (Notice to Driver). They received your data on 7/10/14 and duly sent out their 'Reminder' letter that day, when they should have sent a 'Notice to Keeper' (NtK).
However, as the 'Reminder' was your first postal communication from them, then that should be treated as the NtK. The information on it should comply with the Protection of Freedoms Act 2012 (Schedule 4) para 8 - it clearly fails so they cannot hold the keeper liable. They are chasing the wrong person.
That's the headline point, but you will need to get a full understanding of the issues so that it can be argued in your defence, Witness Statement and in front of a Judge should it get that far.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thank you. Should I respond further to B W Legal or just wait? Are the photos clear enough of the ticket? I can't understand why they took a photo of my permit at my flat thst was totally irrelevant but they didn't take a close one of the ticket on the car?0
